During its most successful campaign of the 1920s, the “Lung Block” campaign, the bul studied the conditions in a particularly tuberculosis-ridden section of northwestern Baltimore, published its report in the Afro-American newspaper, and enlisted a series of community organizations (including the cwcl) to press for renewal of the area.

A home rule amendment to the state constitution allowed Baltimore City, alone among the municipalities of Maryland, the combined powers of city and county government, freeing the city’s power elites from the interference of the rural- and town-based elites who controlled Maryland’s county governments. Also, a unicameral City Council replaced the old bicameral body, and the number of election districts was reduced from seventeen to six, thereby weakening the influence of neighborhood-based forces.

As Neverton-Morton has shown, the cwcl was well known for its Annual Flower Mart and art contests but was also deeply involved in the fight for neighborhood and residential improvement, advocating both self-help and protest.
